Application
This competency normally applies to the individual who is required to inspect and license explosive ordnance facilities and potential explosive sites, and review current licences. The unit requires the individual to inspect the potential explosive facility, to apply formulae to determine the net explosive quantity and compatibility for the facility, and to prepare the licensing documentation for approval. | |

Plan and prepare for licensing | 1.1 Explosive ordnance facility to be licensed is identified from work requests/instructions, analysed and confirmed 1.2 Documentation related to the facility is identified and assembled in accordance with organisational procedures 1.3 Liaison is undertaken with relevant personnel in accordance with current procedures 1.4 Occupational health and safety (OH&S) and explosive safety requirements including those contained in organisational procedures, are identified and applied throughout the licensing process |
2. Inspect facility | 2.1 Facility is inspected in accordance with licensing requirements 2.2 Facility construction standards are confirmed in accordance with licensing requirements 2.3 Measurements are taken in accordance with licensing requirements |
3. Calculate licence | 3.1 Formulae are applied and calculations conducted in accordance with licensing requirements 3.2 Licensing shortfalls are advised in accordance with organisational procedures 3.3 Licensing documentation is prepared and forwarded to appropriate personnel in accordance with organisational procedures 3.4 Documentation, records and reports related to the facility licence are maintained in accordance with organisational procedures |

Context of and specific resources for assessment | Context of assessment Competency should be assessed by observing an individual within the workplace or simulated environment in a role where the licensing of explosive ordnance facilities is required. Evidence should be gathered through questioning relating to required knowledge and the submission of a portfolio of licensing documentation conducted over a range of facilities. Specific resources for assessment Access is required to: explosive ordnance facilities and resources used in the licensing of those facilities. |
Method of assessment | In a public safety environment assessment is usually conducted via direct observation in a training environment or in the workplace via subject matter supervision and/or mentoring, which is typically recorded in a competency workbook. Assessment is completed using appropriately qualified assessors who select the most appropriate method of assessment. Assessment may occur in an operational environment or in an industry-approved simulated work environment. Forms of assessment that are typically used include: direct observation interviewing the candidate journals and workplace documentation third party reports from supervisors written or oral questions. |
